Stephen Cumbie is Chief Executive Officer and Principal of NVRetail, Inc., NVCommercial, Inc. and the Metro Realty Group.  Founded in 1981, this NV Group of Companies is comprised of commercial real estate investment, development, and services firms whose completed projects exceed $500M in the Mid-Atlantic region.

Prior to establishing NVCommercial, NVRetail, and Metro Realty Group, Mr. Cumbie served as President of Elm Street Development, a residential land development company (formerly NVLand). He is a founder of all "NV" branded companies, including NVR, a publicly traded home-building company that operates through the Ryan Homes and NVHomes trade names.  From 1973 through 1977, Mr. Cumbie served as Vice President and Project Manager for Venture Management Incorporated, a resort development firm located in Atlanta, Georgia.

Mr. Cumbie previously served on the Board of Directors of NVR Inc., Potomac Bank of Virginia, the Fairfax County Chamber of Commerce, and the UNC College of Arts and Sciences Foundation. He was President of the Northern Virginia Chapter of the National Association of Industrial and Office Properties (NAIOP) in 1991 and served as a member of the national NAIOP board from 1999 to 2004. Mr. Cumbie was appointed to the Virginia Public Buildings Board by Governor Mark Warner and the Virginia Port Authority Board of Commissioners by Governor Tim Kaine.

Mr. Cumbie serves in leadership roles in numerous community, business, and charitable organizations in the Washington area, including the Chair of INOVA Health System through 2012. He has also served on the boards of Micronics Technology, SonoMedica Inc., and First Portfolio Holding Corp.

Mr. Cumbie graduated Phi Beta Kappa from the University of North Carolina in 1970 and received a Masters in Business Administration from UNC in 1973. From 2008 to 2011, Mr. Cumbie served as the Executive Director of the Center for Real Estate Development at the University of North Carolina's Kenan-Flagler Business School as an adjunct professor where he co-taught the real estate development course in the MBA program.

Judd Bostian is President of NVRetail, Inc., a retail development and CRE advisory firm whose development projects have exceeded $200M in total value over the last decade.  Mr. Bostian is responsible for the day-to-day management of NVRetail’s business operations – including retail leasing, ground-up development and redevelopment, shopping center acquisitions/dispositions, and real estate advisory services.  Leasing responsibilities include oversight of marketing, negotiation of major lease proposals and contracts, and supervision of leasing team members. Project development responsibilities include financial modeling and budgeting, pre-development planning, civil/architectural design supervision, and construction oversight.   In addition, Mr. Bostian is the Principal Broker of NVRetail Brokerage LLC – a retail brokerage affiliate specializing in third-party landlord representation in VA & MD.

Development advisory and third-party leasing clients have included Shopcore Properties (REIT), MetLife Real Estate, Brick Lane Development, NVCommercial, and Elm Street Development.

In addition, Mr. Bostian’s recent retail leasing, advisory, and development projects include:

  • West Broad Marketplace (Short Pump, VA) – 400,000 SF Regional Power Center Featuring Wegman’s and Cabela’s
  • Rutherford Crossing (Winchester, VA) – 400,000 SF Regional Power Center Featuring Target and Lowes
  • Clarksburg Village Center (Clarksburg, MD) – 110,000 SF Neighborhood Center Anchored by Harris Teeter
  • 2001 Clarendon (Arlington, VA) – 30,000 SF Class A Urban Mixed-Use Retail
  • Tinner Hill (Falls Church, VA) - 60,000 SF Class A Urban Mixed-Use Retail
  • Lovettsville Square - Phase I & II (Lovettsville, VA) – 40,000 SF Class A Town Center Retail
  • Lake Linganore Town Center (Newmarket, MD) -- 200,000 SF Grocery Anchored Center
  • Liberty Market (Lorton, VA) – 100,000 SF Historical Repurpose Development featuring LIDL
  • The Bottling Plant (Frederick, MD) – 10,000 SF of Re-Purposed Historical Retail/Office

Prior to his employment with NVRetail, Mr. Bostian served as an infantryman in the U.S. Marine Corps, performing integral leadership roles during three overseas combat tours. Preceding his military service, Mr. Bostian worked for Metro Management Services, LLC (the commercial property management subsidiary of NV Group of Companies), performing commercial property management administration.

Mr. Bostian received a Bachelor of Arts from the College of William and Mary in 2003 and a Master’s in Real Estate from Georgetown University in 2022. In 2018, Mr. Bostian/NVRetail received a GRACRE Award for “Best Large-Scale Project” (stemming from participation in West Broad Marketplace – a Wegmans/Cabela’s anchored power center), and he is also a recent CoStar Powerbroker Quarterly Deals Award recipient. Finally, he is an active member of the International Council of Shopping Centers (ICSC).
